The Advanced Level Apprenticeship for the Children and Young People's Workforce, pathway 2: Children and Young People's Social Care is designed for people working in settings such as residential care homes, residential special schools, therapeutic communities, secure children's homes and are responsible for promoting a caring, healthy, stimulating, safe and secure environment for the children and young people in their care.
The Apprentice framework includes the following qualifications:
- Level 3 Diploma for the Children and Young People's Workforce
- Level 2 Functional Skill English
- Level 2 Functional Skill maths
- Level 2 Functional Skill ICT
The mandatory units on the Level 3 Diploma for the Children and Young People's Workforce are:
- Promote communication in health, social care or children's and young people's settings
- Engage in personal development in health, social care or children's and young people's settings
- Promote equality and inclusion in health, social care or children's and young people's settings
- Principles for implementing duty of care in health, social care or children's and young people's settings
- Understand child and young person development
- Promote child and young person development
- Understand how to safeguard the wellbeing of children and young people
- Support children and young people's health and safety
- Develop positive relationship with children, young people and others involved in their care
- Working together for the benefit of children and young people
- Understand how to support positive outcomes for children and young people
- Assessment and planning with children and young people
- Promote the well-being and resilience of children and young people
- Professional practice in children and young people's social care
Apprentices must be in paid employment of at least 30 hours per week. Apprenticeships where the apprentice is working and studying for less than 30 hours per week are by exception only. In any circumstances the apprentice must not work for less than 16 hours per week.
Due to regulations regarding working in social care, there is a minimum age requirement for this pathway. The "Children's Homes: National Minimum Standards" (Department for Education, 2011) state: 17.11. - All care staff are at least 18 years old, and staff who are given sole responsibility for children or a management role are at least 21 years old. Within this requirement no person works in a children's home unless they are at least four years older than the oldest child accommodated.
Therefore, it is essential that anyone wishing to undertake this pathway must have reached their 18th birthday prior to registration and must be working in the sector.
As the level of this pathway (L3) determines that the apprentice should be working at a level where they may either be working on their own or supervising others, the apprentice should have prior experience of the sector and be employed in a position whereby they would be able to demonstrate the competencies required at this level.
It is a requirement to undergo an enhanced Disclosure and Barring Service (DBS) check. Formerly known as Criminal Records Bureau (CRB) check.

Achievement of this pathway will enable apprentices to access higher level jobs within the sector, e.g. senior care worker, advanced practitioner in residential care, support worker. There is also opportunity for apprentices to go on to further study at higher levels, particularly working towards Foundation Degrees in Health & Social care or Therapeutic care, Level 5 Diploma in Leading and Managing Care Services (Registered Managers or Advanced Practice pathway), or to undertake the CWDC Professional Practice Standards in Children's Residential Care as further Continuing Professional Development (set at level 5).
